Based on the "Act on Facilitating the Exports of Agriculture, Forestry and Fisheries Products and Foods" that came into effect on April 1, 2020, the Ministry of Agriculture, Forestry and Fisheries (MAFF) established the Agriculture, Forestry and Fisheries Products and Food Export Headquarters for discussions and facilitating exports with export destination countries. As a measure to speed up the procedure and promote exports, in addition to the national government or prefectures, MAFF recognizes private organizations (registered certification organizations) registered by the national government as having specialized knowledge that can also carry out facility certification.
Japan Fisheries Association (JFA) has been engaging in the certification service of the HACCP system for domestic seafood processing facilities since 1998, in cooperation with several food inspection agencies; nonetheless, in 2020, JFA reorganized the HACCP Certification service into an independent organization to remain and enhance that of independence, fairness, and objectivity.
Thus, Japan Food Certification Organization (JFCO) has been established on January 29, 2020, as an independent organization with taking over the JFA HACCP Certification service. JFCO has also become a Registered Certifying Body on June 3, 2020, as required by Act on Facilitating the Export of Agricultural, Forestry, and Fishery Products and Food, which could certify a conforming establishment for a product or food whose import conditions include sourcing from an establishment that meets the certification requirements.
